Just a prank or is there some kind of deeper meaning? (pun intended )

Crazy people will do almost anything to get their short term fame. I would have fined them for litering the river and made sure it was enough to pay for a BBQ for the locals.

I agree, littering is bad. On the flipside, they could've added no smoking/cellphone signs.

I think it's kind of cool and funny.. I remember having "tea parties" on the bottom of the pool as a kid...
