the national dress of Scotland - of a fellow passenger on a city bus.</strong></p><p><strong></strong></p><p><strong>Oakland Police officers took a 16-year-old boy into custody on Tuesday afternoon after the incident which they describe as a 'senseless act.'</strong></p><p><strong></strong></p><p><strong>The victim, who has also not been identified, was taken to the burn center at St. Francis Memorial Hospital in San Francisco where he is in stable condition with second and third-degree burns.</strong></p><p><strong></strong></p><p><strong>Police spokeswoman, Officer Johnna Watson said the accused, who has not been named, is being questioned but no motive has been established. </strong></p><p><strong></strong></p><p><strong>'This is a horrific crime when a human being thinks it's OK to set another on fire,' said Officer Watson.</strong></p><p><strong></strong></p><p><strong>She added he could face possible charges, including assault with a deadly weapon.</strong></p><p><strong></strong></p><p><strong>The incident occurred when the victim, though to have been wearing a 'kilt' -
