Just like Titor said the farmers were pushed around too much and formed armed groups that eventually took over the state...in Mexico. It happened there, can it happen here?

According to the article, they're actually rising up against a local Cartel known as "The Knights Templar". The government is legalizing their movement and giving them aid against the Cartel, letting them register their weapons so they can own them legally, and assisting them with communications, operations and movement.
