you play the sounds through the speakers on a cell phone app while
that BLANK (as you correctly stated) station with no sounds whatsoever is going.

The cseti tones contain electromagnetic distortions in the sound which are multidimensional.
When a multidimensional sound such as the crop circle tones are played through a walkie talkie it sends
a signal into space. Ask Steven Greer not me he's the one that came up with the idea.
