Hey I'm JustANormalGuy, but maybe I have the answers to your questions. I am a little busy so it may take some time to get to it. So you aren't claiming anything, very well. Is it possible to manipulate time? I will ask more questions in the future, But I am busy with another project at the current moment.

Short answer is yes. Localized time manipulation is possible but not on a scale vast enough to affect a persons. Great examples are sending bytes of information back to its point of origin so that in effect it will seem as if no experiment took place.

Full manipulation is not yet possible. Forward >Backward. I do not believe that full body transition is available at this time. At least not without the propery amount of energy.
