It has to do with the specific impulse, or some such thing. :) The 28 N or whatever of thrust that they mention, vs the over 200,000 N of thrust of a commercial jet. Plasma propulsion isn't new, it's just inefficient when compared to other atmospheric propulsion thingies. Think of thrust vs. weight & power vs. thrust. *drunk* :p
