The video looks like it was filmed in a poor, Hispanic country so I doubt it's some lab-created human-pig hybrid. If anything, it's just a deformed piglet. It should be put out of it's misery, the poor little thing...

The "Human/Pig Hybrid" is well known in the UK, they are better known as the Police ..

If I'm not mistaken, this is due to a congenital disorder of some sort. Can't remember the name.

If you search cyclops pig on Google, you'll get similar pictures. I've seen a photo of a baby turtle having similar deformities.
