Apparently so, i'm not 100% positive since i myself haven't purchased an HDR but Steven says you can, there is a few examples of time portals here from Steven Gibbs, you just have to look it up. As for physical apparently you have to be over a natural grid point. You can use vortexhunters.com it's a website that shows vortexes around the area.
