What if....

At some point in the future mankind is forced into taking action to cull the numbers to a more manageable level for sustaining the planet.

They believe the past is set and can't be altered so they decide to send large groups to specific points in time after sending people back 1000's and millions of years where large percentages are lost to mass extinction events, wars and pestulence they decide to send a big influx to the 1960s and 1970's only to find that this is what caused the problem in the first place and the problem grows exponentially overnight.

They send people backwards in time before 1800 to develop space travel more in an underground facilty.Then they send that knowledge about those technologies to the 1960's.In order to send those people they sent back in time to the 1960s to another planet.

Official delegations were sent to key heads of state in the last century. The Chinese chose to limit its people to just one child each, the Europeans chose War this proved to be very unpopular and unethical so a new strategy was drawn up whereby all borders were opened up and people were able to migrate freely with little to no background checks.

The Americans set up underground bases and cryogenic facilities, when Kennedy heard of this he threatened to go public and was assassinated within hours. With no African and Indian/Asian representative (bar the Chinese) it was decided to infiltrate those countries with plagues and famines in an effort to keep the population poor and reduce the average lifespan. Several attempts were made to start pandemics but none proved to be highly effective.

Sending people further back in time had proved to be costly and it was limited to the amount of people you could send, barely a handful at a time. The officials of the day (approx 2100-2125 a.d.) wanted to send people approx 150 years back as a minimum to avoid the possibility of meeting yourself although some people would unwittingly turn out to be their own grandparent or great grandparent.

Such a 'relatively' short timehop allowed them to send 1000s of people every day for a 10-15 year period. The people sent back tended to be young couples, often expecting their first child. Their minds were wiped and they were implanted with enough relevant data to pass themselves as children of the time. The mindwipe provedto be unstable and often people would have memories of what they thought were alien abductions, with the shadowy figures actually being future cyborgs with as little as 3% human parts.

I think we would build upwards, first. Europe and China already do this. This would give birth to hover craft. Then, eventually, we'd develop sky cities. NASA is already scrambling right now to create modules in space to live in. It was just announced. Space colonies, like The Arc in the show "The 100".... We'll also have colonies on Mars and maybe even the moon.

Considering the fact that so much of the population doesn't use birth control, I think this may eventually happen unless earth releases a virus to wipe some us out.
