The EM wave time dilation article is actually about two types of electromagnetic transmission lines that are used within the microwave frequencies.... The Waveguide`s that are mentioned are hollow tubes of metal (RF shielding of loss) of varying angles, and are generally used for the Super High Frequency range (SHF) between 3gigahertz (Ghz) upto 30Ghz...

The article mentions 1 to 1.2Ghz, which would be the frequency where the Teflon coated Coaxial cable is most commonly used....The article then goes on to mention "transverse waves"referred to as TE (Transverse Electrical) ,and then later goes onto mention electromagnet waves as TE10, which should be expressed as TEM (Transverse ElectroMagnetic)....You will no doubt be aware of Transverse waves as being the type of waves referred to as "Scalar Waves", compared to the standard EM "longitudinal wave"...

The most common type of transmission line is the good old fashioned Coax cable...However, most people might not be aware that standard Coax does itself transmit the Radio Frequency waves (RF), before the RF waves actually get into the antenna, and that is considered as a "loss"..
Another meaning for "loss" is that not all of the RF energy is getting into the antenna, because the Coax cable is not properly "shielded"..
Amateur Radio Operators "and corporations", will use very heavily shielded Coax cable which makes certain that 99% of the RF leaving the transmitter will get into the antenna...

The Teflon coated Coaxial cable is a heavily shielded transmission line, and the Teflon coating makes the line more rigid which helps to keep it in more of a straight line, that all transmissions need...IMHO the article is just a sophisticated manner of explaining RF transmission lines, which has no direct meaning to a Time-Travel Machine at all :)...

According to the article, the whole thing was simulated on a "rudimentary" quantum computer. Firstly, it was done on a computer, and computers need information on how to perform a function. The function here being a game of pool using quantum mechanics. Problem is, no one really understands quantum mechanics, and add on that a computer is performing quantum calculations.

Therefore the evidence is inconclusive to prove that they've actually succeeded or not.
