To me looks as if to be an industrial collimator funnel, of some sort, with holes for bolts. Do not have the fill on how this thing, if at all could have crashed into the ground.*Conjecture here, could have come from a space station, or orbiting space part of some kind? There's a second possibility of a transport with the rear ramp down and open, to where this part was being taken to, broke loose the tie-down strap and then had fallen to the ground. Have no idea. Hunks of meat tossed out the the crocodiles, enjoy.
