What is smaller?

Quantum technology or Nano technology.
It is somehow improper to call it “technology” when you refer to quantum computers for example – because it is a technology that uses traits of quantum entanglement and/or superposition that occur at subatomic level which is much, much smaller than nano-technology. Nano-technology refers to man-made devices that are indeed very, very small, but still devices (much, much larger than the greatest atom). Quantum computers are (for the time being) huge, it is a complex technology involved in quantum computers and the quantum concept is to be found within the quantum processor that is also a huge part compared to an atom and the resulting “q-bits” can be handled (and obtained) only in very special conditions (mainly very low temperature, but also high frequency processor “clock”). There are a lot of interesting clips on YouTube on this subject. Just search for “quantum” or “quantum computer” and choose from the filtered list of clips.

So you are saying that nano biotechnology is controlled by a quantum computer living within the nano biotechnology inside the human brain? CERN didn’t find the God Particle til June 6.

Maybe what I wrote was a little messy, sorry about that.
I'll try to be more specific:

Nanotechnology is technology at the nano level. A nanoparticle is an ultra-fine unit with dimensions measured in nanometres (1 nm = 10^9 m). Nanoparticles exist in the natural world and are also created as a result of human activities. When biological material is involved in this minuscule technology, then it is nanobiotechnology.

This is a quantum computer, in fact only a part of it - it is huge.

The core and most important part of it, is the processing unit (the processor), which is relatively small but it can operate only in special conditions. This is how such a processor looks like:
