Imo, a creating a hoax for whatever reason is unethical, but if you were to do so it has to speak to people, to resonate in a meaningful way, as good fiction must. The truth does this as well, of course. So keeping your story in the realm of possibility but with just enough intrigue to keep people wanting to believe. As for Titor, truth or fiction, he did this well. Something resonates with a lot of people and in this particular case, there is the element of fear which is also a great hook (assuming it were fiction). Creating a hoax is little more than writing a novel. You must make your readers want to keep turning pages and to inspire imagination. Just a thought.
