These have been going up in NYC, no one seems to know what they do or at least they aren't telling.

They look like big gas dispersal units to me. This goes beyond Hitlers mass extermination method with gas chambers. I think it's time to exterminate the NSA with a first strike using one of these devices.

They look like they could be a warning system of some sort. So when the false flag alien invasion begins, they have infrastructure in place.

They are giant stationary sting ray devices. The same sting ray device that law enforcement uses to intercept telecommunications. The cage you see at the base? Its faraday. It prevents electromagnetic fields from penetrating the inside so it cannot be shut down, hacked, etc.

They are placing these devices near landmarks such as government buildings, transit centers, bridges, for the purpose of intercepting communications and also tracking persons of interest.

As I always say, the only people who are concerned about the government keeping an eye on them, are the ones who are doing something worth being kept an eye on.
