As far as I understand the charkas are synonymous to the endocrine system.

So the pineal gland and the pituitary gland should be the third eye or the whole region in the middle of the brain that looks like an eye.
Thus said, everybody has to some degree the third eye open. According to some people the pineal gland and other gland are bigger in more aware and evolved positive beings.
You have to activate the chakras from the lower to the top to activate the third eyes more according to Hindu and other teachings. if the lower energy centers are blocked less energy come to the higher centers.
