When I watch the video I don't even see the wings even when zoomed in.
Just looks like a really fast blip of of a blob

Interesting footage. I think that these objects are using gravity propulsion and, as such, would have their own separate time flow field that looks faster than ours, so we are only seeing parts of it as it intersects with our own time flow field from ISS. It looks similar to some (not all) of the moving space objects as shown here:

I paused it zoomed in and looked a zillion times and never once noticed "wings"

I did see what could be interpreted as "flapping" but I think it's
actually highly debatable.

What I see is video reflection (or shadowing) that can be caused from something moving faster
than the camera's capability to keep in frame.

I do not see any wings but I DO see what I think is a delayed 'capturing' effect.

I think it's complete bullshit too some kind of delay or glitch.
If it was something though it didn't have wings.
If anything it looked like it was leaving a trail that dissapeared really quickly
and sometimes when birds fly by really fast it kinda looks like that on camera,
hell sometimes birds are even mistaken for spaceships.

Might have been a small dragon-like creature. The traveling animal in an interpahsed state can travel in space. I don't know as to where the flapping of the wings is some kind of energy generation that would move it along?

The other alternative could be an imposed another video that was somehow melded with the original mean like of course that's debatable.
