If one were to travel to the past to change history what would that person need to bring with him and what skills would a person may possibly need?

In my opinion here is some information I think could be useful to a potential time traveller:
Skills: combat, engineering, science, programming, creation of any kind of technology in the universe, wilderness survival, farming, military and political strategy, propaganda, biology, physics, math, chemistry, mechanics
Items:
If it is possible to create these items maybe the time traveller can use these as well:
Molecular assembler (a device that can produce objects on the nanoscale if given the correct elements)
Cloaking device (a device that can make things invisible)
Force field generator (a device that can generate forcefield which can block any matter)
Bio printer (a device that can print and create biological material including organs and life forms) and genetic engineering device
Electronic database that contains information on all kinds of technology and how to create them as well as all laws of physics in the universe and how to discover them
Chronovisor (a device that can display images and video of events in the past, present and future)
Psychotronic device that can control large numbers and amounts of people by means of mind control
Let’s suppose for example the time traveller wants to make himself leader of imperial China. The best time for a new dynasty to replace the old dynasty is when the reigning dynasty is falling. In China this happened in 1644 and 1911. With such technology the time traveller would be able to conquer the world.
However this time traveller may need a means to legitimize and justify his or her rule. This could be by means of ideologies such as progressivism, liberalism or nationalism.

If one takes over China it’s large population can be the source for large armies. The time traveller could have resources imported in exchange for technology superior to the era or advanced goods. The resources can be used to build a powerful military or a strong economy.

What happens if he/she chose not to take over China rather another old state?
I do like the Toilertries box, that could possibly be overlooked and some problems would ensue without them.

This is why Dr. David Lewis Anderson called for an oversight organization on time travel.
I am of the belief that you just create another time line and whatever you do only effects the newly created timeline.
But you may have some angry time travelers after you for messing up their timeline

Whilst a viable idea for an oversight organisation on time travel, we cant trust the ones we have on this planet down from the high levels.
