It looked like it came from behind my direction, but quickly moved ahead of me then to the left diagonally

The land of the Philadelphia experiment, or at least where the experiment ended. Just north of Edward Cayce's Library, just west of a NASA research facility, and nestled between several military bases. A city with a particle accelerator and a city where some of the most expensive weapon systems are made. Near the location where Blackbeard's head was set upon a pike.
