An infinite number of universes does not imply that all things must occur somewhere among them (read the last part of the article.)
In fact, there are many examples of infinity that do not include all possibilities. For example, the set of integers is infinite, but doesn't include the number 1/2.
The argument is too weak. There are too many variables. In my opinion this approaches to pseudoscience.

I wouldn't go that far.
It's sloppy journalism. The article is an article, not a scientific paper.
It's fairly certain that bubble universes exist and ours is one. This is not the same thing as what comes to mind with the phrase "parallel universe" though. There's no reason to think there's anything "parallel" about them, if bubble universes are real.
If they are not, then a whole lot of other stuff is also completely wrong.
