Who put up the decorations?
Probably all about waist-high, I'd imagine.

Maybe that's why no one showed. Too embarrassed for the poor guy.

That welcome banner isn't waist-high, so someone else was there at least to help decorate.

I'm not saying this to make fun of him or pity him, but because a time traveler expecting to show up and find just him there could be in for a surprise.
