Definitely, the so called world leaders are puppets indeed. The most obvious sign is the fact that they are the ones who deny the simulation most and they do so because the programmers (not exactly players) gave them the illusion of power and took away from them any concerns regarding daily living (or surviving, most likely), as we all the rest experience not only every day, but every second. Regular people are not monitored by the programmers the same way these leaders are. So, if there is something to be done, if someone is to come up with some clever idea that may have slipped even the minds of the programmers, it is definitely one of us. In order for the programmers to gather data about their past and learn about some possible mistakes done in this past, there are two ways do do this:

To create ancestor simulations (not only one simulation, but all the possible scenarios where some of the input conditions are at interest for the programmers) and from the multitude of outcomes to pick the desired or appropriate one.
To literally travel through time, both in the future and in the past and act on those by triggering all sort of causes that influence the effects in the desired way.
Either one of these, eliminates the other. That is: if they have the possibility to travel through time, they do not need to create any ancestor simulation ... if they created ancestor simulations (which is the case here), they did it because they do not have the ability to time travel. I think that there is a huge possibility they are trying to find out something (anything) about achieving time travel. What they do wrong, is thinking that they will find this out from these puppets and so they monitor almost exclusively these puppets and forget almost completely about us. This tells pretty much about their type of society - it is a hierarchical, almost slavery society, which gets me thinking that the programmers might be some sort of dissidents in this society, trying to get out, to somehow free themselves. They are not part of the system, as the high members of this system already achieved their goal, they already are in control over the rest of slaves. I think I am not too much off base with this. Nevertheless, it is strongly advised to take into account also some other slight deviations from this scenario, because it could have disastrous consequences if the base concept of traveling through time would fall in the wrong hands, it could even lead to resetting this portion of the simulation or turning it completely upside down ... we don't want this to happen ...
