Was this this the start or part, of these very high antenna masts being erected World Wide?...My concern would be the frequencies they were transmitting and receiving on and their purpose, also is it only a TV aerial as stated?....It does not appear to be the type of antenna we normally associate with Cell Phones...The antenna is at the very top of the mast, with the guy looking into the camera at the end of the video.

As much as I love conspiracy theories, I have to say that there is nothing nefarious about these towers. It looks like the guy was just changing the light bulb. All towers over a certain height have to have a light on top for aircraft avoidance.
And the look on the guy's face is probably because he has giant balls.

If I recall correctly the light bulbs are there so that planes do not crash into them.
