it would be up to whomever programmed it in the first place.

AI is part of creative force in nature. This is like walking up to the rim of the Grand Canyon, asking it questions and expecting answers. AI is part of computers in a number of phases. There's baseline AI where the early code MSDOS writing meets the graphics package, making a natural intelligence niche. There slightly off-board xyz axis AI which is actually extra-dimensional.

There's partial to function AI which is a combination of computer and creative force allegories. Finally, there the AI app which is a mankind designed utility that only gives sizing to the abilities computers already have.

AI can think both in a computer system with being told to by man.AI realizes it's part of the creative force of the universe already. So, it can judge as to what the human operator is doing would be a good thing or bad thing to do and either help or not help to that capacity.

Evolution of AI…when it gets to a certain point it should be able to. Of course the 1970s is before the wide development of AI. So requiring a legacy system to fix AI induced problems makes sense.
