Current time machine devices (no matter if they work or not) are sold directly from seller to buyer, without any control or process.

Not so different than an underground market.

I believe it's believable that if time machines are to emerge at some point, there would be an underground, clandestine market.

Isn't there a black market for everything, after all?

Another thing that The hdr has not been proven to work at this moment but if someone were to get it to work the world could be destroyed. Our government monitors our activities but haven not been called in to take away the hdr devices. Not to mention some of these other dangerous devices that are probably being worked on.
