From looking at the picture, I would suspect rain drops as the cause.

I used to live in Florida. The picture sparked a memory I had of raindrops hitting the sand at the beginning of rain.

Imho, they appear far too large for raindrops to be the cause.

I would guess that they're made by some sort of indigenous life.
But, that's at first glance..........
