If there was a war going on, it would be an international war crime and MBS would be held accountable for attacking an unarmed civilian. But in peace times, he can get away with murder because it's impolite to offend other leaders. Would this still be the case if he went on a laughing stabbing spree and started killing other heads of state during international conferences?
