Do electrons have to stay in their own dimension, making them appear to "jump" from place to place? Like another dimension is blocking our view?

As far as dimensions are concerned, the term is tossed around so much within different contexts that "dimension" has lost it's meaning. But I have never come across the term having abilities to block.

It seems you are referring to electron orbitals or shells. It is a very popular theory. Electrons are trapped in shells at the bottom of an energy trough. It takes the addition of energy to get them to escape a shell.
