We keep hearing from our elected officials and so many media talking heads that the U.S. Constitution is a "living document," which changes with the times and adapts to situations not considered by America's founding fathers. In particular, I understand how innumerable statutes, legal rulings and widespread bureaucratic fiat work together to make our Constitution a "living document." Some might say subvert it, but I, of course, never would be one of those.

Endless confusion results from a written constitution which says one thing yet means another, as interpreted and applied today. Therefore, I consider it imperative that we rewrite our Constitution to say exactly what it means and thereby clear up any confusion engendered today, particularly in the obviously-misguided minds of so-called patriots. I humbly offer the following rewrite of Amendments 1 through 10 to the U.S. Constitution, collectively known as the Bill of Rights, as a first step toward recasting our "living constitution" into a form that all can comprehend.

Starting with the Bill of Rights is a natural first step, as its adoption specifically was designed to prevent any misconstruction of the powers of government. Clarity being the objective of the founding fathers, it seems only natural that we start by establishing clarity with regard to the very portion of the document which itself was charged with ensuring clarity about the entire U.S. Constitution.

While I often jest or exaggerate to make a point in my writings, please understand that what follows is neither. The following reflects my understanding of the current state of the Bill of Rights, both personally and based upon my training, education and experience as a lawyer. I repeat: this is no joke.

For easy reference, I include the original wording of each amendment in parentheses, following each proposed new amendment.

Amendment I

Congress shall subjugate all forms of religious expression to the will of the State, particularly Christianity, and draw an absolute wall between personal religious beliefs and any and all public expressions thereof. All manner of speech is to be carefully monitored, filtered and censored to ensure that nothing offensive to the ruling class is communicated to or from any individual or form of media. The people will be allowed to assemble only when and where the State directs. Government at all levels will be immune to petitions and lawsuits of any sort brought by citizens.

(Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.)

Amendment II

Citizen militias are forbidden. The carrying of small arms, when permitted, will be closely regulated by the State, with licensing and registration of all firearms required. At no time shall any weapon of military significance be possessed by citizens except when citizens are pressed into the service of America's standing armed forces.

(A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.)

Amendment III

By Executive Order, soldiers may be quartered in any house, with or without consent of the owner and at any time following a declaration of martial law.

(No soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war, but in a manner to be prescribed by law.)

Amendment IV

Citizens may be stopped at any time and any place and be required to produce identification and a justification for their presence. Citizens and their possessions, including vehicles and houses, may be searched at any time and in any manner, including secretly, with or without justification and without warrants. A right to privacy is retained exclusively to the State and its agents and in no case possessed by any private citizen.

(The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.)

Amendment V

Citizens may be held indefinitely, with or without charges being made, upon the direction of government officials. Citizens may be tried repeatedly for the same offense, both by differing jurisdictions and by way of differing charges, both simultaneously and at different times and places. Citizens may be required to testify against themselves, save only in specified circumstances and during actual public trials. The property of any citizen may be seized upon the direction of government officials, with no review by any tribunal and with or without compensation.

(No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land or naval forces, or in the militia, when in actual service in time of war or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.)

Amendment VI

At no time shall any citizen accused of a criminal offense be entitled to a hearing or a trial, either public or private, except when government officials shall so determine. At trial, no citizen shall be entitled to a jury, except when allowed by the judge presiding. Citizens may be held indefinitely without charges and without being informed of the nature and charge, if any, of accusations against themselves. Citizens shall have no right to confront witnesses against themselves or to compel the attendance of witnesses in their favor. When allowed by government officials to retain counsel, citizens may hire only certain preapproved attorneys and, when allowed by the presiding judge, be appointed only attorneys beholden to the State.

(In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the state and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the assistance of counsel for his defense.)

Amendment VII

In no suits at common law, civil or otherwise, shall any party be entitled to a jury, except as allowed by the judge presiding. When allowed, juries may determine only those facts allowed them by the judge, who, in every case, shall be the sole arbiter of applicable law. All facts determined by juries may be rejected or affirmed, either by the judge presiding or upon appeal.

(In suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise reexamined in any court of the United States, than according to the rules of the common law.)

Amendment VIII

Bail of any amount may be prescribed and may be denied altogether. Fines may be imposed and punishments inflicted at the direction of government officials, legislatures and judges presiding over trials. No fine or punishment so imposed shall be deemed excessive, cruel or unusual. Certain citizens, designated by government officials and legislatures, may summarily be executed without formal proceeding, by way of either abortion or euthanasia. Citizens placed in prisons and jails may not be protected from other inmates.

(Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.)

Amendment IX

The enumeration in the Constitution of certain rights shall not be construed to deny or disparage others retained by the government.

Amendment X

The powers not delegated to the states by the Constitution, nor granted to citizens, are reserved to the Federal government.

I trust that this exercise has been instructive.
We all should encourage immediate adoption of The Living Bill of Rights as well as a completely rewritten Living Constitution so that we might well understand our limitations as they now exist in America.

Or, perhaps this would be a good time for you to reread that excerpt from the Declaration of Independence provided at the outset of this article. In fact, this would be a good time to reread all of the Declaration, not to mention the entirety of the U.S. Constitution.

The New American Slavery

The average American in the year 2005 lives a fragile existence, in a struggle for survival that can be ended by missing a few paychecks. The carrot at the end of the stick which was formerly known as "the American dream" has been replaced by a whip that can best be described as the American nightmare of homelessness, and slow, early death. You no longer work to achieve a better life for yourselves and your children. You work to keep a roof over your head, and you pray that you don't lose it. You became a slave when fear replaced incentive as your motivation to work, but I still suggest that you work while you can, because if the company you work for can't send your job overseas, the U.S. government is allowing 2000 people per day to enter this country illegally, because they're willing to do your job for less.

It doesn't matter if you're a "white collar" or "blue collar" employee. If you're an American, you're too highly paid. There are billions of people who want your job, and your government is doing all they can to see that you lose it to them. You see, we're not really Americans anymore. Now we're just anonymous faces in the "global village," because our government has sold our nation to foreigners and international bankers, and the new bankruptcy law has doomed the American citizen to a life of debt slavery. They'll insist that illegal immigrants are only doing jobs that Americans refuse to do, and you'll probably believe it, because if you're watching the TV that shovels that crap, you probably still have your job. The illegal immigrants are doing jobs that Americans always did, and every unemployed American I talk to can't find a job anywhere. And just like the European immigrants that flooded this country before the economic depression of the 1930's, today's illegal immigrants also have no gripe with a government that has allowed them work for high wages in America, and send billions back to their homeland. Nor do they care very much about our constitution, bill of rights, or way of life. They're only here for what they can grab, and our government has welcomed them with open arms, because they're grabbing it from you.

You're already working much longer, and much harder, to achieve a much lower standard of living than the previous generation, and 25 percent of working Americans no longer even get a vacation. The Social Security retirement age has been raised to match the life expectancy of American males, so apparently, you're also expected to work until you're dead. When you do finally get a vacation, they only trip you'll be taking will be in a pine box, and that's only if you're one of the lucky ones. Most of us will only get the state-issued canvas bag that gets tossed into the pit with all the others. If you don't mind the fact that you'll be working until you're dead, you might also want to consider the fact that you'll get nothing for your labor, because this nation's economy is about to crash like a freight train, and when it does, everything you've worked for will vanish. After the depression gets ugly, and your family has made the adjustment from three meals per day to three meals per week, the newspapers will blame your hunger on "the economy," as if it were some magical force that uncontrollably ruined a couple hundred million lives. Nothing could be further from the truth.

Politicians and international bankers can manipulate national economies at will, much in the way the media manipulates your mind, and a decision has been made to impoverish Americans, because global government requires that everyone in the world have an equally low standard of living. Simply put, we're being robbed of all we've worked for, because our government wants us to be poor, hungry, and docile, dependant upon them for our existence, and in fear of them for our lives. The government of the United States is intentionally destroying the economy of the United States, because the politicians and the international bankers they work for have decided that the American way of life, and catering to the demands of the American constitution, is simply too expensive.

Regardless of how wealthy you think you are, you actually have no real money at all. The "federal reserve notes" that are in your wallet, and your bank account, aren't really money, but are actually only paper on a debt that can never be paid, not even by combining all the assets and labor of every American alive today. Any loan-shark with a third grade education will tell you "the paper's no good," and naturally, the foreign investors who allow us to float this debt, have come to the same conclusion.

What is commonly known as the "U.S. dollar," represents a debt that is owed by the U.S. federal government, to the federal reserve bank. The federal reserve bank happens to be the privately owned entity that lent the money that's represented by the paper in your wallet. The federal reserve act signed away everything you own, and the fruit of your labor as collateral on this debt, and as foreign investors are becoming increasingly unwilling to invest the $2 billion per day needed to cover the interest, our creditors will want to collect it.

About 90 percent of all Americans are mortgaged to the hilt, and would have little or no assets left if all debts and liabilities were to be paid.* Most Americans have taken advantage of low interest rates, and are now paying a mortgage on their homes. The booming real estate market has made every purchase profitable, because the price of a home always rises. The problem is that the price of a home today is incredibly over-inflated, and the real estate boom that's been keeping the American economy afloat, is about to bust. Interest rates are going to rise, and the price of your home is going to drop drastically, which will leave you stuck paying for a house that probably wouldn't pay the interest on your debt if you sold it. If you're lucky enough to remain employed, inflation will shred your paycheck until you can no longer make mortgage payments. This is when you need to remember that when a nation's economy collapses, the wealth of the nation doesn't disappear, it only changes hands.

Millions of Americans are about to be tossed into the street, and because we're a kinder and gentler America, from the street they'll be tossed into shelters. Once in the shelter, they'll be wards of the social service system, which will make sure they all have food, and a bed to sleep in. In exchange for that food and shelter, the "welfare reform" act will put them to work at jobs where they will collect no additional salary. I guess the idea of "welfare reform" is a lot more acceptable to Americans than "forced labor" but regardless of what you call it, many Americans will soon experience slavery once again, and the slaves are not just sweeping public streets. Under the welfare reform act, many Americans are being put to work for private companies for no wages other than the cost of their food and shelter, both of which constitute the bare minimum requirements of survival. By causing the economy to collapse, and then "saving" the poor, our government can legally force millions of Americans into slavery. The new slavery will be blamed on "the economy," and it will employ a much larger percentage of the population than it did before the civil war.

To understand how they're accomplishing this, we need to turn our thoughts back to our monetary system, because due to the fact that it is no longer based on the gold standard, our government is in control of the money supply, and that gives them the ability to cause rampant unemployment, which is exactly what they're doing. The framers of the U.S. constitution protected us from this brand of tyranny, but because Americans were foolish enough to ignore and/or trust their government, they will become slaves, but most of them will blame themselves for their plight.

Article 1, Section 10, of the U.S. constitution clearly states that "no state shall... make any thing but gold and silver coin a tender in payment of debts." The constitution's prohibition of "fiat money" (what's in your wallet) guarantees that the wealth of the nation remains in the hands of the people, which leaves the government incapable of stealing the population's wealth, as they're doing today. You can collect all the dollars that you like. Our government decides what they're worth, and by keeping the presses working overtime, they're insuring that the dollar will soon be worthless.

The U.S. department of labor has also changed the way it collects data regarding unemployment, which allows for the fraudulent unemployment figures that are printed in the newspapers, and allows working Americans to believe that things aren't really that bad. Their new "household survey" system avoids counting most of the poor by basing unemployment figures on telephone surveys. A real estimate, based on population and payroll taxes, reveals that about 25 percent of the American workforce is presently unemployed, and that will eventually force them into the social service slavery system. Unless your mortgage and debts are completely paid off, and you can still pay your property taxes, there's a good chance you'll soon be joining them. Welcome to the third world, and to an American world, where slavery is legal once again.

What are you going to do when your government forces you into slavery? You can't avoid it, because if you're homeless, you'll be rounded up and brought to a "shelter", where you'll be fed, and probably medicated if you're not happy to be there. With so many people becoming homeless, it will be easy for them to find an apartment for you, and social services will pay your rent, and give you food stamps.

Soon after that they will find you a job, but naturally, you won't be taking home a paycheck because you're in debt to the social service system. They'll tell you that you're working your way back to independence, but since your salary will never be more than your expenses, you'll work for free until you're dead. If you refuse to work, the government "assistance" will be cut off, you'll be back out on the street, and you'll probably do your next job with a shackle around your ankle.

I'm not asking that you waste the time or paper required to write your congressman, because they don't care what you think anyway. What I am asking you to do is to remember something. When the economy does crash, and you're forced into the street. I want you to remember that this isn't your fault, and it's not the result of a "bad economy." Please remember that you're poor, hungry and homeless, because that's where our government wants you to be, and they intentionally destroyed the U.S. economy because they want you to suffer, and beg. And regardless of how bad things get, never sell your rifle. -- Jolly Roger

Senate Opens Door To
Illegal Alien Amnesty

The Senate is bracing for its first fight over amnesty for illegal immigrants in nearly 10 years after the chamber's parliamentarian ruled that a debate over granting legal status to illegal agriculture workers will be allowed on the pending emergency spending bill.

The $81 billion spending bill covers costs associated with the war on terror, and the House already passed a version with provisions restricting asylum claims and cracking down on illegal immigrants' ability to use driver's licenses. The parliamentarian said those provisions open the door for Sen. Larry E. Craig, Idaho Republican, to offer as an amendment his bill, commonly called "Ag-jobs," to legalize the 500,000 to 1 million illegal immigrants now working in the agriculture industry.

"With the parliamentarian's approval it's looking more and more likely we'll offer Ag-jobs as an amendment," Craig spokesman Sidney Smith said. "That decision isn't set in concrete, but it's starting to shape up that way."

The spending bill will be before the Senate Appropriations Committee on Wednesday, though Mr. Smith said that if Mr. Craig offers his amendment, it will be during the floor debate. But Sen. John Cornyn, Texas Republican, chairman of the Judiciary immigration subcommittee, is opposed to the bill and says it will not pass.

"Not if Senator Cornyn has anything to do with it," spokesman Don Stewart said of the bill's chances. "Ag-jobs is an amnesty bill, and the president's not going to sign it. Second of all, it's not a comprehensive [immigration] bill, and it would slow momentum for getting a comprehensive bill."

The measure would allow any agricultural worker who is in the United States illegally and who has worked 100 days out of a year, during the 18 months prior to Jan. 1, 2005, to gain legal status.

"We want to stabilize the current agriculture work force -- workers who are trusted, who are already on the job, who are already putting food on our tables," said Damon Tobias, Mr. Craig's legislative aide on immigration. "We think it makes more sense to allow them to earn legal status than to try to replace a large part of the agriculture work force."

Although there have been votes on security issues, and the Senate recently passed a nonbinding amendment to the budget to add 2,000 Border Patrol agents in fiscal year 2006, Roy Beck, executive director of NumbersUSA, said Mr. Craig's amendment would be the first broad fight over illegal immigration in some time.

"The Senate has not had any real roll-call votes on whether to get tough on or reward illegal aliens since 1996, so this will be a defining moment," said Mr. Beck, whose group lobbies for stricter immigration controls. "A lot of these senators' constituents don't really know whether they favor illegal immigrants or oppose illegal immigrants."

Both congressional aides and lobbying sources said the Bush administration would prefer to see a comprehensive bill pass rather than Mr. Craig's bill, and Mr. Cornyn has begun a series of hearings aimed at producing such a broad bill later this year -- something Senate Majority Leader Bill Frist, Tennessee Republican, also would have preferred.

"Our preference would be to have this debate on some other vehicle, but if there's going to be a debate on immigration, we want all aspects of the debate to be included," spokesman Bob Stevenson said.

Mr. Craig's office says his bill isn't amnesty. "It's not; it's rehabilitation," Mr. Tobias said.

He said the bill would apply to 500,000 workers and another 200,000 to 300,000 spouses and children. Opponents say it would apply to 1 million workers and 2 million spouses and children.

Mr. Craig's measure, which achieved 62 co-sponsors in the last Congress, has only 43 this year.

Sen. Orrin G. Hatch, Utah Republican, had signed on, but has since withdrawn his name as a sponsor. His spokesman said the real question was why his name was ever part of the measure. "He was never a sponsor this year. It was mistake on somebody's part," said Adam Elggren, though he could not say what changed from last year, when Mr. Hatch also was listed as a sponsor.

When I went to New York City this past summer to cover the GOP convention, I remember being awed by the degree of security surrounding Madison Square Garden. There were fences to control the fences, fifty cops on every corner, none of whom knew what the others were telling people to do, a half-dozen passes of needed to get twenty feet in any direction, and that was before you even got inside the door.

I saw the same thing when I went to DC to cover the Inauguration. The capitol was an armed camp, a sea of Bush supporters surrounded by tens of thousands of protesters. At one point, I stopped for 30 seconds next to a squad car to check my cell phone, and was immediately confronted by three cops asking me what I was doing. Amusingly, the security fences and cops decided not to give those protesters One Big Spot to congregate, and instead spread them out like butter across the entire route. The effect was to make the protests seem much larger than they were - and they were big - while forcing the Bush folk to elbow past them every six feet for the entire length of Pennsylvania Avenue.

All those fences. All those guns. All those cops. At first, it seemed like an arguably necessary precaution; these were, after all, the two cities to take the hit on 9/11. But the longer I stayed, the longer I looked around, and the closer I observed the behavior of Bush and his people, I came to a sad conclusion: This security was not about keeping us all safe from terrorists, but was about keeping Bush safe from his own people. The President of the United States is flatly terrified of the citizens he would supposedly lead to some supply-side promised land. He is scared to death of us.

Some positive proof of this came down the wires on Tuesday, when areport surfaced about three people who were removed from a supposedly 'public' town hall meeting with Bush. According to the report, the Secret Service hustled them out because their car had a "No Blood for Oil" bumper sticker on it. The three said they had obtained tickets to the event through the office of Rep. Bob Beauprez (R-CO), had passed through security and were preparing to take their seats when they were approached by a Secret Service agent who asked them to leave.

Brad Woodhouse, a spokesman for Americans United, described the incident accurately: "They're screening the people who are allowed to come and then they're profiling them in the parking lot," he said. "It's quite extraordinary, and disappointing."

'Disappointing' is a mild word. 'Disgusting' would be a better one. George W. Bush is petrified of his own people, and his security goes to extraordinary and wildly expensive pains to make sure that only a hand-picked few, the elect, can get near him to shower him with love and affection.

Where is all this heading? This isolation of the President from the world, from his own people, from any information that does not jibe with his pre-formed opinions? Daniel Ellsberg, the whistleblower from the Nixon scandals, has some thoughts on the matter he shared in an interview with CommonDreams.org:

I think our democracy is going to be tested to the breaking point by some very dark days ahead and before long. I do expect there to be another major terrorist event. Ports, the nuclear power plants and the chemical factories are extremely vulnerable to an attack. To a considerable event, the war against terrorism has been a hoax because the president has not only spent so much money on the war in Iraq, but because the war in Iraq virtually subverts the war on terror. You cannot reduce the appeal and the strength of Al Qaeda while we occupy Iraq. You can only strengthen it, and strengthening it is what we've been doing steadily for the last couple of years. This is the worst public policy decision making, most antidemocratic and most inclined to be authoritarian, I would say, since the Nixon administration, but Nixon was confronting a Democratic House and Senate and a relatively liberal population in media 40 years ago. John Mitchell and John Connolly and Nixon himself had quite authoritarian instincts, but they weren't allowed to act on them, and to the extent that they did act on them -- it brought them down.

Virtually all the things Nixon did against me that were illegal to keep me from exposing his secret policy are now legal under the Patriot Act. Going into my doctor's office to get information to blackmail me with, wiretaps without warrants, overhearing me--all legal now. The CIA supplied the burglars in my doctor's office with disguises and with cameras and they did a psychological profile on me. That was illegal then, legal now.

I would have said that one thing that Nixon did against me was not yet legal and that was to bring a squad of a dozen Cuban-American assets of the CIA up from Miami to beat me up or kill me on May 3rd, 1973 on the steps of the Capitol. Right now there's at least one Special Forces team under control of the White House operating in this country to take 'extra legal actions'. Now, that sounds to me like a White House-controlled death squad. And that is what the White House sent against me. It's not clear whether the intention was to kill me then, the words were to 'incapacitate Daniel Ellsberg totally'. When I asked their prosecutor, 'does that mean to kill me?'. He said, 'The words were 'to incapacitate you totally.' But he said, 'You have to understand these guys that were CIA assets never use the words 'kill'.'

I think that's the kind of thing we do have in our future, especially when there's another terrorist attack. In that case, I think we'll see enacted very quickly a new Patriot Act, which I'm sure has already been drafted which will make the first Patriot Act look like the Bill of Rights, and the Bill of Rights will be a historical memory.

It is not terrorism that motivates George, or patriotism, or even profiteering. It is fear, pure and simple: Fear of the truth, fear of the world, fear of any data that collides with his faith-based bubble-encapsuled worldview, and fear most of all of the people he would represent.

You can discover what your enemy fears most by observing the means he uses to frighten you. Now we know, and the knowledge is deeply and profoundly disturbing.

MORRISVILLE, NC -- Nearly a dozen passengers were escorted off a Southwest airlines flight Tuesday night and taken into custody, suspected of being illegal immigrants.

Eleven people were taken off Southwest flight 2340 from Chicago at RDU International at 6:40pm Tuesday.

Authorities said an air marshal who was on the flight overheard some people talking about being smuggled into the US The air marshal then contacted INS and customs officials who met the plane.

The 11 Mexican nationals were taken to the Johnston County jail where they were held overnight and are still being interviewed.

Authorities said they believe each person spent about $1,000 to get on the flight and that one of the 11 planned the incident.

The other 136 passengers on board were delayed by 15 to 20 minutes after the flight landed. They reportedly cheered when authorities removed the suspected illegal immigrants.

KUALA LUMPUR -- The US dollar is facing an imminent collapse and the global economy will suffer a "catastrophe" when it is rejected as the currency for trade, former Malaysian prime minister Mahathir Mohamad said in remarks published yesterday.

Mahathir, who famously ignored International Monetary Fund (IMF) advice and instead chose to peg his country's ringgit to the US dollar during the Asian financial crisis, said a standard gold currency was now the best alternative for world trade. The dollar was retaining some value because of fears of a global economic catastrophe if it was rejected, he told a conference of some 650 chief executives from 30 countries at a conference in Kota Kinabalu on Borneo island on Tuesday, The Star newspaper reported.

"But the catastrophe will come one day because even the most powerful country in the world cannot repay loans amounting to US$7 trillion," Mahathir said.

The former premier said he believed central banks worldwide were reducing their US dollar reserves and he suspected that Malaysia was also switching to other currencies.

Telling reporters that he was giving his personal views, he warned that "unless [the Americans] change their president and have a more responsible president who will try to reduce the deficit, they will have serious trouble with the US currency."

Mahathir told the CEOs it was doubtful that the sliding dollar could regain its old strength as the administration of US President George W. Bush did not consider deficits worth reducing.

The huge deficit meant that the dollar had no backing but it continued to be used internationally because some people still accepted payments in dollars.

"But there will come a time when we will switch away from the dollar and we have suggested the use of gold for international trade," he said.

Meanwhile, if companies did not want to be "short-changed" they should insist on payments in alternative currencies such as the euro or be paid in US dollars but at euro-equivalent value, he said.

Mahathir, who was widely condemned internationally for imposing capital controls and pegging the ringgit to the dollar during the Asian financial collapse 1998, has since won plaudits for his handling of the crisis. He created a stir in January when he joined a chorus of calls for Malaysia to review the currency peg of 3.8 to the dollar given the US unit's decline in value.

Say what you want about the Minuteman movement.

Call the people involved vigilantes. Call them gun nuts. Call them crackpots in camouflage.

I'd call them fairly effective. Before they even set foot among the scrub oak and chaparral of southeastern Arizona, they have done what politicians and policymakers in this part of the country have been unable to do.




They have, as advertisers like to say, reached their target audience.

On Wednesday, just two days before the Minutemen assembled on the Arizona-Mexico border, the head of U.S. Customs and Border Protection hightailed it to Tucson to announce a "comprehensive strategy" to secure the border. Suddenly, Arizona is getting 534 new Border Patrol agents. Suddenly, Arizona is getting 23 aircraft to patrol the border, to bolster the 15 here. So urgent is the need, that 155 officers are en route. "The point is, we're determined to take control of our border," Robert Bonner, the border commissioner, said.

Well, that's novel.

Bonner said Wednesday's announcement had nothing to do with the prospect of hundreds of people headed to the banks of the San Pedro River to "help" the government do what it has been unable to do.

Of course it didn't. This administration and this Congress have been determined to take control of the border for years now.

Which explains why 11 million people are in this country illegally. Which explains why one in three newcomers to Arizona over the past five years is a person who had to sneak into the state. Which explains all those crackdowns on employers who provide the jobs that lured them here.

What crackdowns, you ask? Oh yeah, well never mind. Is it any wonder that some people finally got fed up?

Despite all the gnashing of teeth and wringing of hands, the Minuteman Project is really just a monthlong publicity stunt. But if the California accountant who organized it can keep his volunteers under control, and that's a big if, it could be the best thing that ever happened at the border.

Shame, after all, can be a powerful motivator. If nothing else, immigration is suddenly front and center.

President Bush has called them vigilantes, and Mexican President Vicente Fox decried them as "migrant hunters," vowing to take them to court if they break the law. As he should. But here's an idea. If you're worried about citizens mobilizing at the border, if you're worried about where all the anti-illegal immigration sentiment in this country is headed, there is a way to stop it.

Fix the problem.

Surely a country that can send people to live in space, that can cure disease, that can accomplish any number of amazing feats, can figure out a way to fix, finally, that standing joke we call our immigration policy. Surely the people we entrust with running this country can pass some realistic laws that actually work, then enforce them, at the border and in the workplace.

As for Mexico, surely a country that puts out guides telling people how to safely cross the border can put out a guide warning them not to dare try it.

The fact is, if Bush and Fox had done their jobs, the only people who would be in Tombstone this weekend would be tourists in search of the O.K. Corral. Instead, we'll be holding our breath this month and hoping that things don't blow up at the border.

For now, vigilance is the watchword.

The Minutemen will be watching the border crossers and human rights activists will be watching the Minutemen.

As for the rest of us: we should be carefully watching our leaders.

Border Patrol complains that volunteers are tripping sensors used to detect illegal crossers

TOMBSTONE, Ariz. ? Volunteers who have converged on the Mexican border to watch for illegal immigrants are disrupting U.S. Border Patrol operations by unwittingly tripping sensors that alert agents to possible intruders, an agency spokesman complained Monday.

Scores of participants in the Minuteman Project began assembling late last week and planned to begin regular patrols on Monday, in an exercise some law enforcement authorities and civil rights groups fear will result in vigilante violence. Many of the volunteers were recruited over the Internet, and some planned to be armed.

Over the past few days, they have set off sensors, forcing agents to respond to false alarms, said Supervisory Border Patrol Agent Jose Maheda.

"Every sensor has to be addressed," Maheda said. "It's taken away from our normal operations."
