If Greer wants to move disclosure along in a peaceful way, he needs to start releasing simple (and probably very old) technologies that aren't dangerous to start undermining the current world view of moronal science. Once the people start seeing the "institution" has been flat out lying to them, they'll be more likely to believe in peaceful alien contact.

I think we will have to dispose of government run by liars first, before any peaceful interaction can happen
