Those are just search/strobe/spot lights upon clouds.
Growing up I lived near a hospital with a helicopter landing zone and there was a search light nearby that would light up to aid an incoming or outgoing helicopter. On cloudy nights you could see the light reflect off the clouds.

turns out it's a fake video and it's a window reflection of headlights from traffic.
oh wells.
if you notice the car headlights are on, and the lights in the sky start to move right before you see the cars move in the video. The cars were at a stop light and started to move off screen but the reflection caught them before the video did. If you play it in slow motion you see the lights moving in the sky move in pairs like headlights.
The uploader claims he took the video through an open car window but that's not true. In the same video with audio you near the radio playing with no traffic sounds nearby. The windows were closed. He's lying.
