I wouldn't try this device out! It looks dangerous!! Do not put any type of metal band around your head and pass 12volts through it.
This is a very real danger with a lot of schematics for alleged time machines I've seen, clearly not concieved by someone with a good working knowledge of electrical engineering or any understanding of the detrimental effects an electro magnetic field can have on your neurophysiology.
I say this for your own safety, electricity is dangerous stuff and I wouldn't want you or anyone else to come to any harm from something they built in their spare time.
Unless you know what your doing its best to err on the side of caution and leave well alone.
