Here is the image via a 40 piece animated file I assembled. Each step is just one bump up the brightness scale after I pushed the contrast to where the image faded to complete black.
I'm not sure what kind of static you see... I know what I see, but I'm thinking my mind probably just wants to see it - considering where within the photo it came from. If you have a guess, feel free to message me and I"ll post the results later. Why do it that way? Well, I suppose we could...

I'm thinking that no matter what I post here, it would be arguable (and rightly so). So here's what I am proposing for now. Here is a piece of that photo, from the original jpg (I wish I had used RAW then, but didn't have the space... err, on my piece of shit camera) so here you go, check it out...

Regarding the dragon. Well, yes - one of the many items the picture offers is indeed a dragon, and like all the artwork and things found within, there is more than one.
