The Vatican chronovisor if true, was built in 1952-1956. It's been more than 60 years now. Aditionally, consider that in the late 60's early 70's according to Andrew Basiago, DARPA had a 3D chronovisor working with a crystal and holograms.
So, I do believe that with today's technology and electronic parts ready available to all, it might be not too difficult as one thinks to replicate it.
Only a starting point is required.
I have a feeling that the original chronovisor was not totally electronic. Most likely, radionics was also involved. Psychics with psychometric powers have the ability to access past events. This is made possible by his/her special type of orgone/ectoplasm, etc., whatever you choose to call the term. So, maybe Father Ernetti had this type of ability and his chronovisor was just an amplified tuner to make things easier.
However, the DARPA's device might have been something different, but we do not really know.
I propose if anyone is interested, a starting technical discussion about the concept and fundamentals of the chronovisor.
