It's actually a smart idea. We already have a second space program run by the USAF. We already have the Space Command within the USAF. Then there is the National Reconnaissance Office overseeing most of the intelligence assets in space. Putting those things into a single fifth branch of the DoD would make a lot of sense, financially and operationally.
