I don't buy your narrative. Ground water is continuously replenished from osmosis through the ground using the planets oceans as the source of water.
It is also continuously drained from evaporation during summers, which makes it a sensitive balance. We had dead grass and empty food shelves when our groundwater ran out. Many small forest fires merged into one big and our soldiers were bombing the fire with live ammunition using fighter jets.
 
Here is more research suggesting that adding plants/vegetation back to Earth would solve the alleged carbon dioxide problem.

Yes, but the water is carried in the air and replanted elsewhere via rain. It just relocates.
