It definitely looks slightly lower than the other numbers

My guess it would have been originally 2003.

That would make sense. The top of the 3 looks bad compared to the other digits. It looks like it was cropped and poorly merged with the background.

I'm no Photoshop expert though, haven't worked with it since the early 2000s.
