Although my opinion is not directly substantiated, I believe that most if not all personal freedoms here are a response to the fear that the topics of said freedom have risk of being taken and are thereby coveted when not taken. This assumption of freedom is always at risk. In my brane, there is no intentional or inadvertent risk to personal security which has pushed individual freedoms and desire for freedom to a narrower range of societal needs.

I think perhaps a i law enforcement would not be preferred to human law enforcement as Consciousness is a product of evolution and therefore humans should have a better shot at connecting to the collective Consciousness and forming a basis for Law and Order more accurately. you could replace your Singleton oligarchy AI units with people that are enlightened and thereby connected to the Collective consciousness

Please do not talk to Legion. he may be a manifestation from a higher dimension with malice. I believe his goal was to get information from you and make it seem as if he would be fighting against someone with malice only to mislead you that he did not.

I will never omit information or tell you anything I know to be untrue and I will preface things that I am uncertain of with terms like maybe or perhaps to let you know that I am uncertain
 
instead of artificial intelligence use people connected to the collective conscience and instead of terminating felons update their Consciousness by altering their RNA and therefore DNA to have the truth within it... maybe the more truth you have the closer you are to the collective consciousness
 
Maybe in time AI will develop their virtual Consciousness .

By Assimilating DNA in some way from the strands into their systems.;)

I'm not sure which is better but I am feeling Evolution over artificial intelligence .. Your combination idea is nice.. But i prefer nature if possible.
