Bad people are made bad by other bad people
and also it's not usually so black and white, there's
two sides to every story, and every "Bad person" has a backstory
but with that having been said it's the actions that are evil
not necessarily people themselves.

But it starts in the home. And then it kind of goes on from there it can
be peers, parents, anybody can have bad influence or convince someone
they are bad simply because they don't understand something about them.

Bad people have always been bad since birth. Good people have always been good since birth. Parenting can change a few things at childhood but it returns at adulthood. Nothing can push a good person to go bad and nothing can push a bad person to be good. It has always been black and white. Both sides living together in society has made this matter a gray area.
 
If a good person is only given attention when doing something bad, I assume that the person would eventually do bad things for the negative attention, stopping at different levels of evil depending on what one is capable of. What is the deciding event starting the divergence from good to bad?
There are two categories of bad. You have factual badness and opinionated badness. The reason why may have a reason (in most cases), but might also happen unintentionally.

Factual Badness Example: Putting your hand in an open blender while the blades are spinning.

Opinionated Badness Example: Being a dog owner for owning such a vile beast.
