It refers to devices such as MRI equipment as an example, regarding the amount of energy a human body can take, nothing to do with radio communication per se...Iam also waiting for our member Walt Willis to reply to my question that you decided to answer incorrectly on behalf of him...
SAR ratings also relate to RF.

SAR is related to devices such as MRI scanners, it just happens to be within the area of Radio Frequency signals, however it does not relate directly to radio communications per se...Are MRI scanners or similar devices used for radio comunications?, no they are not and never will be...

Iam also a licensed radio operator, who recognises the obvious differences between MRI scanners and radio transmitters, you are simply trying to create an argument just for the sake of it..
