Simply not true at all. I have had a lot of conversing with ClassicalFan over the time here, in private and public.

The reason I want to contact aliens is: I want to go back in time and change history for the better. I want to learn from them their time traveling methods and how to implement my changes, and changing the history for the better I'm fairly confident will obviously be of great benefit to the universe, let alone planet Earth.

I thought you would have known that by now, and I am inclined to agree more and more with @TimeFlipper. No offense intended to you Mayhem, but I'm just expressing my honest opinion.

Agreed here from a legal perspective (although I only did a quick skim of the regulations). Additionally, the general regulations applying to all types of transmitters further states that the "minimum amount of transmitting power necessary to carry out the desired communications must be used" for any desired communication. As such, if you're trying to contact aliens, then, technically, you could use the highest transmitting power available to make such contact. See 47 C.F.R, Part 95.367.

Thanks for the comments..."Handheld CBs" tend to have a 1 watt RF output for local chats and a 4 watt RF output for slightly further chats...
Taking into consideration the mountainous terrain ClassicalFan lives in, i did point out to him on several occasions he would only need the 4 watts RF output from his CB radio plus a standard antenna, such as the DV-27 or Firestick with a mag mount fitted to it....Utilising that set up he could operate from home then swiftly transfer the CB radio into his fathers car, and put the DV-27 onto the cars roof :)..

We arrived at the stage where it only requires UFOs to be within ClassicalFans mountainous area confines, and would be easily seen by the naked eye, therefore the CB radio on 4 watts could easily transmit into the UFOs area...All of my own UFO sightings over the years have been within small areas which would never have needed the use of any high powered radio transmitter, or high gain antenna...I have been a licensed Amateur Radio operator for several years, and i do know somethings about radio transmitters and antennas, please believe me ;):)..
