The reason I want to contact aliens is: I want to go back in time and change history for the better. I want to learn from them their time traveling methods and how to implement my changes, and changing the history for the better I'm fairly confident will obviously be of great benefit to the universe, let alone planet Earth.
Rule 1 only generalises about "short distance" due to the low power output, and nothing about any specialised attenuation that is purposely placed into CB radios that you stated.....The reason for saying the power output must not exceed 4 watts, is intended to prevent the use of high powered RF amplifiers, colloquially called "Burners"......All CB sets have traditionally been low powered, uncomplicated and cheap to build....One of the main reasons for using low power regards electrical safety knowledge that the general public is mostly unaware of.....Handheld CB sets with internal batteries (rechargeable or not) were first considered until the cost of producing those handheld CB sets was revealed....
Agreed here from a legal perspective (although I only did a quick skim of the regulations). Additionally, the general regulations applying to all types of transmitters further states that the "minimum amount of transmitting power necessary to carry out the desired communications must be used" for any desired communication. As such, if you're trying to contact aliens, then, technically, you could use the highest transmitting power available to make such contact. See 47 C.F.R, Part 95.367.
